DODOMA: PRIME Minister Kassim Majaliwa has called on Regional Commissioners (RCs) to reflect President Dr Samia Suluhu Hassan’s political will by managing and implementing the country’s criminal justice commission’s recommendations.
“The political will of President Dr Samia in improving the Criminal Justice delivery system must be evident to you as leaders, who are close to the citizens. The president’s will cannot be manifested if you do not have spirit to change and lead changes in the areas you represent,” he said.
Mr Majaliwa made the call in Dodoma yesterday during the opening of a workshop for RCs and Regional Administrative Secretaries (RASs) on building awareness about improvements in the Criminal Justice System and delivery of justice in the country.
He said that leaders and government officials must have good understanding of the commission’s recommendations, so that they manage and implement them well.
The PM noted that the citizens’ complaints on several issues are what inspired President Samia to create the Criminal Justice Commission, saying she accepted the recommendations made by the commission and turned it into a Committee for preparation of strategic implementation of Criminal Justice Commission recommendations.
“Since you are the President’s representatives in your areas of administration, it is your responsibility to ensure that the intention of the president is fulfilled by managing and implementing all the recommendations made,” he pointed out.
Mr Majaliwa also demanded the RCs and RASs to swiftly address citizens’ complaints including the enactment of some by-laws in their areas, which often conflict with the mother law.
“For example, levies introduced by councils including for billboard, parking fees and management of the use of parking areas are confusing the citizens as they are regulated by more than one entity,” he said.
The Premier mentioned other issues including land disputes, misuse of powers to arrest people and the practice of RCs and District Commissioners (DCs) to be accompanied by members of the Defence and Security Committees on various visits that they are not needed. He said such a situation has been causing fear among citizens to freely communicate their thoughts and concerns.
For his part, the Deputy Minister of State in the President’s Office (Regional Administration and Local Government), Dr Festo Dugange said that his office will oversee the implementation of the instructions that will be given in the workshop, so that the mission of President Samia on citizens getting their rights is achieved.
“I would like to use this opportunity to assure you Prime Minister that we will implement all the instructions you gave,” he said.
Speaking earlier, former Chief Justice of Tanzania retired Judge Mohamed Chande Othman, who is Chairman of the committee said their task is to work on the report of the commission, which had 333 recommendations for improvements in the performance of criminal justice institutions in various areas.
He said that statistics show that incidents of crime in the country are on the rise, adding that efforts are being made to contain crime by detecting and preventing them.
“One of the responsibilities given to this committee is to prepare a National Strategy for the Detecting and Preventing of Crime, which is expected to be a tool for the implementation of all the institutions and authorities involved in dealing with the crime in the country,” he said.
He added that all leaders and executives will be responsible for managing the implementation of the strategy, when it is approved by the government, so that its goals can be achieved.
The topics presented at the workshop included Building Awareness of the Criminal Justice Commission’s Recommendations, Management system, Building Awareness of how to implement the recommendations of the Criminal Justice Commission, Management system in monitoring and accountability of Leaders and Executives by considering professionalism, ethics and anti-corruption in ensuring access to justice.
